Are written records related to potential or actual COIs and COCs subject to release through the Michigan Freedom of Information Act (FOIA)?

FOIA permits persons to make requests to review or receive copies of University documents. However, the University’s typical response to requests for sensitive personal documents is to invoke all reasonable, legally available defenses to protect the documents from disclosure.  This practice would, of course, apply to documents about potential COIs and COCs.
