What about “free” lunches? 

What should I do when people or representatives from companies that do business with the University (or would like to) offer to take me out to lunch? 

A free lunch may be a gift, but how units handle lunch invitations will vary depending on the unit’s functions and your role and responsibilities.  If you have questions, check with your supervisor.
