Differences among University offices

It seems like some employees are allowed to benefit from their positions at the University in ways that could be a potential COI.  For example, I have a friend in another unit who regularly has lunch paid for by people or offices outside the University. Why do differences among University offices exist? 

Without exception, University employees must abide by the University’s COI and COC policies that apply to them.  

However, the guidelines for each unit are tailored to the mission and activities of that unit. It’s possible that for your friend, attending these lunches may be an important part of her University responsibilities.  Plus, the person may have disclosed the situation and be following the plan that was developed to manage it.  For example, her unit may have procedures to ensure that her ties don't improperly influence University decisions.  To protect her privacy, the details of the plan would not typically be made public.
