Who has the ultimate authority for approving a management plan to address a potential COI or COC?

In each unit, the COI/COC implementation policy identifies who within that unit has authority to approve plans to address potential COI/COCs. Typically, the director of the unit has this authority or delegates it to the COI/COC manager, the employee’s supervisor, or to these two individuals jointly.
